Support child rights concerning HIV/AIDS

In India child rights are yet to gain ground. This is more so in the lives of HIV infected, affected and vulnerable families and communities. HIV in families impoverishees them and they have to rebuild their lives after HIV. Most families need support of different kind. Though HIV is prevalent for the last 25 years, there isn’t enough attention given to the children. Children are worst hit by this epidemic. They share the burden of running the families, as earners as supporters and as victims of the disease, over which they have no say or support from any quarters. Having seen this trend for over a decade NGO’s with the help of of Actioan Aid and NCPCR organised public hearings. Public hearing by itself has certain perceived advantages, but unless the recommendations are followed through, it may fail to provide any meaningful benefit for the communities. It is our conviction that unless the follow-up action is taken up and the victims repose faith in the systems, the effort made to hold public hearings will be construed by the community and other stake holders as a one off effort. So, there is a great need to bridge the gap between the rights holders and the defenders at the community and state level.

  1. Information of CABA and available services and mechanisms in three districts: The recommendations of NCPCR though issued in the context of 20 children, they are applicable to the children living in similar difficult cirmustances. It is our responsibility as CSOs to make efforts to build pressure on the local government and also at state level, if necessary, to extend the same services to other OVCs. For this purpose, we may need to identify children and their needs in relation to shelter, education, health, nutrition, and protection. As the organizations have already been working and are in touch with many such children, they seek to consolidate this information and seek the support of the government to help the children. This information will be collected in three districts namely; Vishakapatnam, Gunturu and Chitoor to cover positive children.

  1. Development of IEC material: Schemes and CABA draft plan available in the Departments will be translated and developed as Pamphlets/IEC material for field level staff. This will be useful to them to understand the policy framework and also the existing schemes that could be leveraged for children and their families.

3 Disticts *4000 = 12000

  1. District and State level follow up meetings with NGO’s: Review meetings will be organised in three districts to share the status of intervention, learning and gaps. One more state level meeting will also be organized basing on the need. Members of CWS will also be involved in this to make them accountable to the implementation of the recommendations of NCPCR and also as a legal body to provide care and protection to the children.

  1. Training cum interface meeting at District level with Depts: In Six months two interface meetings at District level will be organised with the department of Health, DAPCU, Education and W&C departments to address needs of children. There would be effort to detail out the service delivery mechanisms of the government departments, with a view to setting up structural support mechanisms on the ground. Children in poor families are impoverished and there has been a promise by our government that children will not starve and there are schemes to fight hunger, poverty and malnutrition. The schemes have not reached OVC children and we will ensure the implementation of the recommendations of NCPCR in the districts.

  1. State level Interface /sharing/representation meeting: Results from District level interface meetings and filed realities NGO’s prepares a list of gaps and suggestions and they will submit it to the PD APSACS at Hyderabad office and share the issues. With them some of the filed level staff and AAI person will be in the team.

  1. Activating CWC / Sensitisation on Child Rights: WINS will activate CWC (child welfare committee – a child protection mechanism) and demand accountability through the members of this designated committee. Personal interview will be documented and their action taken report, their accountability and commitment will be filed. This will have two pronged effect.
  1. CWC will be strengthened and sensitized.
  2. CWC can act as catalytic agent in bringing changes in the various departments.
Action Aid education and HIV/AIDS thematic units will also be involved in taking up policy level work. Efforts will be made to take the support of Nutritionists, Pediatricians, Child Right Activists, HIV Fellows, Human Rights activist and institutions in ensuring care for children.


  1. Local Travel & Honorarium: WINS has 12 Volunteers, including Laxmi they are three team members, three members from MA are involved in this work. For Six months travel and honorarium a sum of Rs. 30000 for WINS in Lum sum and Rs.10000 for Laxmi and Rs.10000 for MA will be allocated.
