Project proposal for a mobile ICTC in Kadapa District.








Despite the scale up of the Facility Integrated Counseling and Testing Centers in the PHCs and the private sector, there exists a gap, especially in the coverage of ANCs and high risk populations in Kodapuram, Lingala, Vemula, V.N.Palli, Chkrayapeta, Chennamandem, Ramapuram, Veeraballi, Rajupalem, Vallur, Kalasapadu, Kasinayana, B.Koduru, Gopavaram & Obulavaripalli mandals.. In order to achieve universal coverage of ANCs and high risk populations in these regions, the best way is to reach out with counseling and testing services through a mobile ICTC.

Profile of the Organisation:

Raja Foundation is registered legally and officially under the Indian constitution of the Trust Act. It has income tax exemption and the grant of FCRA. The Foundation has its main office in Mylavaram of Kadapa Dt. Its branches are located in Jammalamadugu, Parlapadu of Kadapa Dt. Tirupathi of Chittoor Dt. and Hyderabad.

Objectives and Priorities of the Organization:
The foundation began its multi developmental activities for the integral growth of poor and the illiterate people especially remote rural women, destitute aged people, orphan children and helpless handicapped people who have nobody to care for. The principal objective of the Foundation is to build self consciousness and potentialities through social activities and awareness programmes among those targeted victims. To visualize and actualize those objectives, Foundation has established the following care homes:

  • Home for the Destitute aged people.
  • Home for HIV / AIDS infected children.
  • Home for the HIV / AIDS infected elders.
  • Home for the Homeless street children.
  • Home for the Exploited women.
  • Home for the Orphan Boys & Girls

Concept note on operationalising a Mobile ICTC in the Kadapa districts of
Andhra Pradesh
1. Background

Andhra Pradesh accounts for around 10% of the HIV/AIDS burden in the country with all the 23 districts reporting a prevalence rate of above 1% in general population and more than 10% in high risk groups and according to recent HSS, all the districts in AP are categorized as “A” districts.

Andhra Pradesh State AIDS Control Society (APSACS) currently provides counseling and testing services through 677 ICTCs across the state.

One of the reasons for low coverage in the district is that ANC and non ANC population from more than 15 tribal mandals and other remote areas are unable to avail HIV/AIDS counseling and testing services as they need to travel long hours and forgo their daily wages so as to access the facilities in the existing ICTCs. There fore, these people are in desperate need of quality services with a different approach in the form of Mobile ICTCs which will enable to unreached population in remote mandals like Kodapuram, Lingala, Vemula, V.N.Palli, Chkrayapeta, Chennamandem, Ramapuram, Veeraballi, Rajupalem, Vallur, Kalasapadu, Kasinayana, B.Koduru, Gopavaram & Obulavaripalli mandals.

There are more then 15 mandals in the district Kodapuram, Lingala, Vemula, V.N.Palli, Chkrayapeta, Chennamandem, Ramapuram, Veeraballi, Rajupalem, Vallur, Kalasapadu, Kasinayana, B.Koduru, Gopavaram & Obulavaripalli which do not have any ICTC facilities, It has been reported that people from above mentioned mandals are not able to avail the services due to long hours of travel and working hours and their traditional / costumes

To address the above mentioned coverage gapes in kadapa district. Raja Foundation proposes to undertake mobile ICTC with the following objectives

  • To reach unreached population with HIV counseling and testing services.
  • To increase awareness among general and high risk population
  • To increase the uptake of HIV testing among ANCs and high risk population
  • To increase the uptake of PMTCT services among the identified the HIV positive pregnant women

2. Components of ICTC

regular health check-up, syndromic treatment for sexually transmitted infections (STI)/reproductive tract infection (RTI) and other minor ailments, antenatal care, immunization and HIV counseling and testing services.



3. Geographical coverage

Keeping in view, the above mentioned objectives and functions, the mobile ICTC will primly focus in the below mentioned mandals of kadapa Kodapuram, Lingala, Vemula, V.N.Palli, Chkrayapeta, Chinnamandem, Ramapuram, Veeraballi, Rajupalem, Vallur, Kalasapadu, Kasinayana, B.Koduru, Gopavaram & Obulavaripalli mandals. The Mobile ICTC will Cover Also the population by providing in the services during Sunday Markets Jatharas and at pilgrim places.

4. Raja foundation will work in close Collaboration with APSACS and DAPCU at the district level in Kadapa .The Core Functions of the Raja Foundation will be,

  • Raja Foundation will take the responsibility of recruiting the counselor, Lab- technician, Driver and Helper.
  • Orientation to the Above recruited staff on HIV / AIDS technical and programmatic implementation.
  • Strategy development in coordination with respective DAPCU teams at Kadapa district.
  • Will work in coordination with other HIV/AIDS services providers at mandals and District level.
  • Submission of reports at respective DAPCU review meetings.
  • Periodic review on functioning of MICTC and planning accordingly.
